Delaware State Police said 26-year old William Urspruch of Chestertown was charged with punching an EMT and biting another during the Phish Festival in Delaware over the weekend. Troopers said the medical staff was checking him out Friday night, for being under the influence and acting erratically. He was released after posting a $3,000 secured bond.
